General rules of thumb:
When an activity directly benefits a Statesman or his party, e.g.
funding Newspapers, the Statesman pays, not the faction (but of course the
faction can transfer to a Statesman).
When an activity benefits the faction, such as trading Influence to
another faction, the faction pays (and Statesmen, being the egotistical
creatures they are, are not willing to give up their Influence to help).
